EIFORCES GRANT AGREEMENT FOR TRAINING ACTIONS IN THE FIELD OF ROAD SAFETY

INVITATION TO TENDER FOR THE RECRUITMENT OF AN ACCOUNTANT

  1. Context

The Regional and National Infrastructure Governance Support Program (PAGIRN) funded by the 11th European Development Fund (EDF) is governed by the Financing Agreement N° RCO / FED / 040-731 signed between the Republic of Cameroon and the Commission of the European Union. As part of this program, the International School for Security Forces (EIFORCES), receives a direct grant for the implementation of a component of the action ” Program of Support for the Governance of Regional and National Infrastructures in Central Africa ”. It suggests support for the governance of regional and national infrastructures to strengthen the management, planning, research and advocacy capacities of the operators supported, as well as the implementation of structuring activities, specific to the transport, energy  and the information and telecommunication  technology sectors. The duration of implementation will be on a period of 4 years.

  1. Overall objective of the EIFORCES grant contract

The overall objective of the program is to support the governance of regional and national infrastructures in Central Africa.

III. Specific objectives

As part of the action, the specific objectives selected are:

  1. Strengthening law enforcement capacity in prevention, control and law enforcement through training;
  2. Strengthening the capacity of civilian actors in prevention, through training;
  3. Capacity building of civilian actors and law enforcement in emergency relief through training.

As a prelude to the effective start of the grant contract activities, the Brigadier General, Director General of EIFORCES invites tenderers for the post of an Accountant in the Project Management Unit (PMU).

  1. Functions and attributions

A- Accountant

Attributions:

Under the supervision of the Director General of EIFORCES, and the coordination of the Support Unit for ON-EDF (CAON-FED), the Accountant will:

  • set up and administer the project accounting system;
  • Monitor payment status for disbursements and maintenance of the situation of agreements and markets;
  • Develop, monitor and update the financial and project management dashboards;
  • Assure the administration of property and the management of staff;
  • Countersign the checks with the Project Manager, after checking the regularity of the expenses and compliance with the rules and procedures of the European Development Fund (EDF);
  • Monitor and forecast cash flow;
  • Provide supervision and internal audit of the accounts;
  • Contribute to the drafting of project activity reports;
  • ensure project accounting;
  • ensure the correct application of the administrative, financial and accounting procedures of the project and of the procedures manual;
  • participate in the preparation of activities, in connection with the Project Manager;
  • verify the correct application of the procurement procedures;
  • check the accounting documents to ensure their conformity;
  • verify that the expenses are supported by their respective supporting documents;
  • prepare the statements and pay slips of the officers recruited for the project in relation to the Project Manager;
  • analyze and control claims for payment under service and supply contracts;
  • ensure the correct budgetary allocation of the various expenses;
  • ensure the filing and saving of vouchers for Project operations and any other financial or accounting documents;
  • ensure the preparation of bank reconciliation statements;
  • prepare audit and control missions;
  • Produce project financial reports according to the schedule;
  • assist in the preparation of all necessary documentation for the quarterly, semi-annual and annual review of project implementation plans;
  • manage the project assets;
  • monitor and evaluate the implementation of the grant contract with the Delegation of the European Union in relation with the Project Manager;
  • to ensure the implementation of the recommendations of the audit and control missions;
  • to provide the link, financially, between the CAON-FED and the Project Management Unit (PMU);
  • contribute to the development of the Term of References (TOR) of the activities and files of the markets;
  • ensure the payment of all project expenses;
  • undertake any task entrusted to him by his hierarchy.

V – Selection methods

Staff will be selected according to the National Regulations and also the procedures of the European Union after thefiles analysis.

 A. Place of employment

Project headquarter in Yaoundé (Ngousso) (EIFORCES)

B. Duration

The duration of the contract is of one (01) year, renewable until the end of the project, after aPositiveevaluation.

C. Composition of the file

Each application file must include:

– A handwritten cover letter addressed to the Brigadier General – Director General of EIFORCES; with exact address of the candidate (phone, email);

– A detailed curriculum vitae updated, signed and dated;

– Certified copies of diplomas and titles required

– Photocopies of certificates / work certificates;

– A photocopy of the national identity card

– Any other document deemed necessary;

– A letter of recommendation and useful contacts, including previous employers.

D. Place of submission of applications

The files will be received in a closed envelope bearing the mentions: To the Director General of the International School of the Security Forces (EIFORCES) “,” Call to tender  for the recruitment of an (Accountant) for the EIFORCES grant; “To open only in committee”.

The files will be deposited at the Mail Service of EIFORCES, located in the district of  “Ngousso”, in front of the General Hospital, Yaoundé – Cameroon, Tel. (+237) 222 218 002.

E. Deadline for submission of applications

The deadline for submitting applications is Friday, September 06, 2019 at 3:30 pm, the deadline.

F. Selection and start of the mission

Only short-listed candidates will be convened by an ad hoc committee for the interview.

The candidate finally selected will be informed of the date of taking office.
