Description of main duties of tasks performed by the Executive Secretary

As Chief Executive, the Executive Secretary is in charge of overall management and administration of the APSTA
Secretariat. Without prejudice to the generality of the foregoing, the following are some of the Chief Executive
Officer’s specific responsibilities.
a. Finance matters

  • Approval of payments by the organisation
  • Approval of journal vouchers
  • Certifying monthly bank reconciliation
  • Ensuring conduct of the annual audit of APSTA’s accounts
  • Certifying periodic requests of funds from donors
  • Ensuring periodic financial reports are submitted to donors as required by grant agreements;
  • Coordinating the preparation and submission of fund – raising proposals
  • Fundraising
  • Ensuring the assets of the organisation are adequately documented and safeguarded
  • Supervision of the accounts department
  • Ensuring strict compliance with financial regulations
  • Promoting better standards of financial management;
  • Ensuring that funds are expended for authorised purposes;
  • Signing grants, contracts, agreements and other documents on behalf of the organisation;

b. Personnel matters

  • Ensuring that recruitment is done fairly and only qualified and competent persons are appointed;
  • Ensuring members of staff comply with the terms and conditions of their employment;
  • Ensuring that annual or other periodic staff appraisals are conducted;
  • Ensuring that periodic performance standards are set for each member of staff;
  • Supervision of staff and the work of the Secretariat (where applicable);
  • Authorisation of leave;
