BESS 11 IN BRASILIA

From 23 to 30 June 2025, Brigadier General André Patrice BITOTE, Director General of the International School for Security Forces (EIFORCES), led the study mission intended for the 11th Higher Degree of Security Studies (BESS 11) in Brasilia, in the Federative Republic of Brazil.

Placed under the theme “Fighting urban crime”, the delegation composed of some forty members (auditors and executives) was given the opportunity to visit the security services of the Federal District of Brazil, especially the Military Police and the Civil Police. This particular organisation differs from what is common in many countries. Indeed, while the Military Police is in charge of public order and more focused on prevention, the Civil Police, on its part, is responsible for the judicial police and law enforcement. This combination of services results in professionally well-structured police personnel with high-tech equipment.

Also noteworthy is the high degree of specialisation around the major security concerns that haunt the strategic level of this continental country. Hence the visit of the Battalion for the Protection of Diplomats, the Environmental Brigade, the Canine Brigade and the Centre for Criminalistics and Technical and Scientific Police with its many institutes (Criminalistics, Forensic Medicine, DNA Research, Data Conservation, etc.), the Educational Programme for Drug Resistance and the Shock Intervention Brigade, among others.

This visit was also a great opportunity to discover the protracted and edifying construction of the Brazilian nation, the main features of which were explained during the visit to the two chambers of Congress. Exploring the mysteries of the city gave us a chance to admire a virtuous metropolis fully compliant with the environment needs.

The mission was concluded with an evening of fraternity offered by the Ambassador of Cameroon to Brazil, H.E. Martin MBENG, in the presence of diplomatic and consular authorities from Congo, Côte d’Ivoire, Mali and Togo, the countries of origin of the foreign auditors, for fruitful and promising exchanges over a meal, as per the African tradition. /-
